Why do these so-called scientists continue to deny that there is an active ongoing, global chemtrail program already active?

One option for interpreting Professor Keith's remark at 11:09 is that geoscientists currently deny that there is an active chemtrail program, noting nonetheless that 'localized' research might be efficacious for advancing solar geoengineering while assessing its risk and safety. He blatantly states that he will be beginning such  a "trial" later this year. This is an effort in my opinion to obfuscate and announce simultaneously the fact that the strategic aerosol deployment (chemtrails) is already in effect which is self-evident to anyone who can observe the jet emissions and its impact on albedo and cloud formation. What he is telling us is that the massive chemtrail program already in effect globally can be considered an 'experiment' which indicates that the actual program will be far more massive.
